
The Center for Governmental Studies (CGS) is a nationally recognized leader in developing electronic filing and disclosure systems and has led efforts to encourage adoption of electronic systems by states. CGS publishes model state and local disclosure laws, conducts an annual survey of electronic filing and disclosure laws in the U.S. and Canada, and consults with jurisdictions on the technical requirements and implementation of electronic filing and/or disclosure systems.

CGS uses research, advocacy, information technology and education to improve the fairness of governmental policies and processes, empower the underserved to participate more effectively in their communities, improve communication between voters and candidates for office, and help implement effective public policy reforms. CGS uses a wide range of strategies including research, analysis, legislation, technology and education to develop and assist in the implementation of important reforms in such public policy areas as governance, finance, media, community development, education and health.
